I didn't see any blood and it looked to me that at first they are both playing taking turns chasing each other and the dogs tail is up and wagging but then the dog got a little carried away towards the end and the deer didn't want to play the little game anymore. I think the deer went on about his way with a few bruises and scrapes but will be okay.

Yeah, you don't see any blood. It doesn't even look like the dog does anything to cause any bodily damage.

Except for the deer couldn't use his back leg, which you can see him dragging in the video at the end. Do I think it was going to die know, did it hurt the deer, heck yeah it hurt it. Was there blood no, was it all that disturbing no, but you have to remember this did happen in dc so those tree hugging hippies probably thought it was the end of the world.
If you own a dog, you are responsible for it's actions, regardless of the situation. If that were my dog, you'd better believe i would be beating the snot out of it to get it away from the deer.
