Figure out the style that you want your piece to be and find an artist that specializes in that style. Not all artist are equal by any means! Don't let price be the deciding factor on this, you get what you pay for and don't want to be walking around with regret the rest of your life. Tipping varies, but ranges between 15-25% depending on the piece and obviously your satisfaction with the whole experience.
