      yes it is, most of them are closer to solid black than that one,, he looks longer and skinnier than most with a bit longer tail than average,

        But is it Cotton mouth? Has a long skinny tapered tail..not blunt tipped...

            He is young and has shed recently...pretty snake and after a closer look and references,,it looks alot like a Broad banded water snake..

                It's a juvenile cottenmouth or it could be a broadbanded watersnake. Young cotten's have a little more coloration than that I belive. Snakelover will know for sure.
