This one might be a touch over 500, but the Ruger SP 101 in 357 would be good and for plinking you could shoot 38 Special out of it. It's a double action revolver and it comes in short barrel versions.

If all you want to spend is 500.00 for a do everything gun, including CCW, the Kel-Tec Sub 2000 with glock mags and a backpack could work in that role, if you're willing to trust a Kel-Tec.
