To save on Cost, same reason why the military does anything.

I've carried a .45 for over twenty years and love it. At the time of my purchasing the .45, the .40 was new to the market and the ammo was more expensive. Now, the .40 is cheaper that the .45. Cost wise, the .40 is the way to go. both calibers have about the same ballistics. Find a model that fits your hand, one that you are comfortable shooting and can shoot well. good luck.

Yep, because they shoot ball ammo that doesn't expand and the 9mm leaves a 9mm hole and the .45 leaves a 11 mm hole.

All of which has no bearing on hollow point ammo.
