I think they've stayed after Lance so long because they know how hard it is to stay on top in that race and no one has ever done that many without cheating. His team was cheating so he was to. Very few get caught at it but it happens.
If he ever admits it then what? They took Floyd's title didn't they. The UCI has to ask themselves how far back do they go then taking titles away? They might not want to answer that one.

I didn't read through all posts to see if this information was provided so ignore this if it was. This is from a news article regarding the 2nd place finishers to Lances 7 wins. It would be crazy if the TDF followed the USADA and stripped Lance who has never tested positive and give the title to the 2nd place finishers who have all been caught. Clean or dirty the playing field was even.
As for the runners-up:
• Alex Zülle, 1999: Admitted to French authorities he used EPO over a four-year span after being busted in the Festina Affair the previous summer.
• Jan Ullrich, 2000, 2001, 2003: Admitted doping after he retired; is banned for life.
• Ivan Basso, 2005: Served a two-year suspension for his role in Operation Puerto.
• Joseba Beloki, 2002: Implicated in Operation Puerto; cleared by a Spanish court but never rode competitively again.
• Andreas Klöden, 2004: Was Ullrich's Telekom teammate; has also been dogged by doping allegations for much of his career and might be facing an investigation by Germany's anti-doping agency after a prosecutor said there's "verifiable" evidence he blood-doped in 2006.
