Dog that will not seek shelter from rain

Watching it come a flood here in the woodlands and watching my leopard dog pace the backyard.. getting soaked.
She has a big covered 10x10 raised kennel that she uses to beat the heat..but will not go in it during a rain.. the chiweenie dog is looking at her from inside it like she's lost her mind.
Any reasoning for why she won't get out of the rain?
..other than she's touched in the head

Touched worse than mine over here! My Beagle pup is under the porte cache but wont come in the office with me to lay under my desk. The mist is getting him good but I guess it feels good!

Back in the day I had a 185 pound rot. He was a giant lap dog. Never hurt a flea. He would do the same thing. Rain or sleet or snow. He would be out laying or standing in it. My dad had a huge work shop he could have taken cover. The only time he would go in was to beat the heat on the cool concrete. Love being in the rain.

My golden doesn't care about the rain. I think it's just a matter of whether they like water or not. Just a thought!

I had an English bulldog that loved the rain. He would run around jumping up biting at the rain. If I let him out there was no getting him back in until he was ready to come in which was usually when it stopped raining.

Had a coonhound that would lay out in the snow. Had a house to get in but wouldn't.

It could be the dog likes the rain.... or it could be if you have tin on top for the roof they may not like the noise it makes. I had a lab that would play in the rain until it got tired and one day I put a piece of tin on top cause the wood was rotting and the dog would not go near that house but when I took the tin off he went in. just a thought.
