1. How did he know you even applied for a permit?
2. How do you know he's the one that protested the permit? Saw he protested twice. What were you trying to have done that he thought was a safety issue?

I have thought about just talking to him, but someone that knowingly damages my property isn't going to listen. I wanted something to document that I told him to stop. I am not sure if a certified letter would be something that I could use if he continues.
I would talk with him then call the sheriff to document the damage and the conversation so it is in official record. So when/if you need to be compensated for an animal or damage to the land and fence you have the records as proof.
