Police can't prove they current owners actually stole anything. They'll take whatever it is to a storage lot or property room and try to get it to the rightful owner.

Even a title isn't a guarantee now. Not when you have DMV employees stealing the blue title paper and selling it to good forgery operations.

You can't trace rods and reels, there can't be that many stolen boats and motors fishing that that tournament. Graphs have serial numbers but how many people have those written down?

How can a GW 'recover' stolen rods and reels, etc. if they can't prove they were stolen in the first place?

That is a good question. I doubt I have a single rod or reel that has a serial number on it and I have some higher end rods and reels.
