Its a state requirement and yes. Theres no tags and you can kill them day or night any time if year with any weapon but you have to have a HL

You don't for depredation proposes and you must let them lay where they are after you kill them.

That was true up until a few years ago when they were re-classified as exotics rather than feral. Only exception is depredation as explained above. And yes, you have to have a hunting license to hunt exotics.
