If "long range" means killing deer under 500 yards the 308 will do it. Could even push it farther than that if you're willing to put in the time and effort at the range. I've shot 1000 yard competitions with a 308 with decent results (no, I won't try a deer that far). Knowing the capabilities of your gun, scope, ammo, and some knowledge and wind drift can help you reach out there.
While some calibers have better ballistics, they usually result in higher recoil (read as "less shooting because it hurts"), and fewer bullet/load choices (read as "less experimenting to find optimal load for the rifle", and/or "more expensive to load so less practice").
Most important thing for "long range" is knowing your rifle and its capabilities, along with your capabilities. This means lots of time at the range. Don't zero your rifle at 100 and rely on ballistics charts. Shoot every distance you might encounter and keep good records for each load you may hunt with. Know your scope and adjustments. Be able to manipulate your scope in the dark.

you can buy a Remington 700 in 300RUM off the shelf and drop it into a nice pillar bedded McMillan stock, Timney trigger, a little tuning, some good glass, should be able to finish for around $1500.
