I think most of the guys in the metal scrap biz have an idea that some of their stuff is stolen. I could be wrong but that is my limited experiance from when I built houses and the plumbers tried to track down stolen copper.

Hardy says the bill is targeted at criminals who steal anything from copper to televisions, and sell them for a quick buck. Having a paper trail will make it easier for law enforcement.
