Cali cats LOVE punch bait. It's all I use there for eating size cats. If you want bigger blues you have to drift fish with cut bait.
I start running cat trips right after deer season is over and by the time redfishing turns on (usually around late March) I will have boated HUNDREDS of cats.
Next time you go buy a bag of sweet feed (Horse & Mule) and spread several coffee cans full in some areas from 4-6 ft deep. I usaully bait 3-4 spots and then come back to the first one and start fishing. Just keep checking your spots, you'll finally find a feeding frenzy on one or all of them.
