    Check out this part of the Texas Parks and Wildlife Code.

    Sec. 62.021. SALE OR PURCHASE OF CERTAIN GAME. (a) Except as provided by Subsection (c), no person may sell, offer for sale, purchase, offer to purchase, or possess after purchase a wild bird, game bird, or game animal, dead or alive, or part of the bird or animal.(b) This section applies only to a bird or animal protected by this code without regard to whether the bird or animal is taken or killed in this state.
    (c) This section does not prohibit the sale of:
    (1) a live game animal, a dead or live game bird, or the feathers of a game bird if the sale is conducted under authority of a license or permit issued under this code; or
    (2) the following inedible parts:
    (A) an inedible part, including the feathers, bones, or feet, of a game bird other than a migratory game bird that was lawfully taken or is lawfully possessed;
    (B) the hair, hide, antlers, bones, horns, skull, hooves, or sinew, as applicable, of a deer, pronghorn antelope, desert bighorn sheep, collared peccary or javelina, red squirrel, or gray squirrel; or
    (C) the feathers of a migratory game bird in accordance with federal law.

            Its not illegal to sell farm raised or pen raised deer, elk, or other big game animals. It just requires that the seller has the proper permits to own, breed, raise, and sell the animals, plus proof to show where he obtained them to start with. The buyer has to have them as well.

            I have cousins that live near Houston that raise elk on there farm . They dont sell them and wont hunt them they just like having them for their own enjoyment .

              A lot of the venison(WT Deer) you see in grocery stores for sale is actually imported from places like New Zealand and the sorts. The USDA can regulate how it enters the country because of that. The regulations for breeders/sellers is there to ensure some accountability in case some of the meat is diseased. That is why it is illegal to sell game animals. Impossible to test, and regulate to ensure health standards.

              And prepared food, such as jerky is produced in a place that can be inspected for health code regulations.

                    There are a lot of restaurants that have venison on the menu as well. I always just figured there was a place somewhere that was raising deer specifically for market.
                    I'm sure that somewhere in the states there is at least one state that will issue a permit to farm raise, slaughter, and sell deer.
