They were driving a white truck and this was relayed to the office for llano county. Never thought to look at the side of the truck as we pulled up behind them. We did follow them the rest of the way through our section of the county road and I think they got the message as they sped up their survey until they got to the neighbors fence/cattle guard.

It's not a "law" but it's common courtesy to give the local GW a call and let them know that you plan on doing some spotlighting for varmints. A biologist will also make that call to forewarn the GW if some other land owner sees the spotlighting going on and calls in.
A biologist will NOT shoot a coyote during a game survey. It will spook any and all deer around. Most likely they won't even have a sidearm with them, much less a rifle. If in fact they were who they say they were, why would they be doing a survey opening weekend of bow season?
Shooting a firearm from a vehicle on a county road = law broken
Shooting a firearm onto private property = law broken
hook..... line.... and sinker.... right in the corner of the mouth!
IF you see them again, don't confront them. They know that they've been confronted on that property before. Call the local GW immediately and report them.
