I've been using Revivex air dry waterproofing spray for the last couple of months and have been thoroughly impressed. It's made by Gear Aid and I pick this stuff up a Bass Pro Shops. It is unlike your camp drys and scotch guard because it is not silicone based. I applied three coats on my feathers and after it dried I filled a 5 gallon bucket with water and dunked them and stirred the whole thing with the arrow only to pull it it and show no signs of water contact. When applied it will not stiffen feathers like silicone based sprays. I couldn't tell you which was treated and which was not side by side. Give it a shot, you won't be let down
