If you look about 6" above the footer you'll see a horizontal 1x2 with holes drilled in it to hold the arrows, the bottom 1x2 is countersunk to keep your tips from moving around too. Putting the holder and base close together keeps you from having to have a lot of "overhead" room to pull your arrows out of the rack when you want to use them.
