Paper punching, and shooting at foam will never tell you if you're ready to hunt. It is better to practice all you can, but YOU have to decide if you're ready. Do you feel confident enough that you could dispatch your quarry with the first shot? Does that even matter to you? What would trigger you to decide that you are ready? I shot 3d for a year before I decided I was good enough to hunt. Even then, I didn't draw on an animal that first season. I will say this though, nothing helped my shooting more than being in the stand with my bow. That first season, I had buck fever if I heard the leaves rustle. I would come to full draw, and focus on a spot on a nearby tree, or on the ground. It did wonders for my concentration, and really taught me what "picking a spot" truly means. You'll never have that feeling of concentration until you have the adrenalin pumping through you. Then just carry that knowledge back to the range, and you'll be surprised how much better you do.
