What’s the deal with slow factory ammo

What is going on, I bought a new .270win and while looking for 130gr ammo
    I noticed most is 3010 - 3050 fps
    My .308 ammo = -/+ 2700
Barns & hornday are the exception instead of the norm
Any suggestions on why the norm would be slow

Which caliber are you referring to?
Hodgdon shows many 270 loads with a 130 at around 3-3100.

What grain 308? That’s definitely not a fast mover.
168-175’s are also around that FPS.

The velocity advertised on the boxes is about as useful as the cr*p coming out of POTUS mouth

        What he said--

Barnes is the closest I've seen come to advertised and it was their LRX factory ammo in 3 different cartridges.

Next was Winchester Silvertip Varmint .223.

I have the data somewhere of 4 or 5 different brands and loads of .223 and even taking a 16" barrel into consideration most were off wildly.

The worst I've seen was Remington Core-Lokts that were slow but varied wildly (like 125+fps) from round to round.
