Package it yourself, no matter what carrier you use. if you need an empty box thats long enough, find one at a gun store. they have tons. Weigh it yourself and purchase the shipping label online. Drop it off at the counter and get a receipt for the tracking number.

If < 400 fps, nothing to do. If >400 fps, when you bring it to the counter ask to get an adult signature card. If they say 'why', tell them it's a present and your friend asked you to do that. What's in the box? None of your bleeping business. No batteries, not flammable, etc.
