John Browning

Since TDR and JMB are only 3 years apart in age with Browning being the oldest it's hard to imagine that they never met in person at one time or other.
Especially with TDR being the most knowledgeable gun enthusiast president we ever had and the fact that his favorite and prefered hunting weapon were of Browning's design. None of my internet searches have come up with anything showing they did.

These two guys had to have crossed paths. When congress could not agree on a gun supplier. TR did not want to wait and armed/paid for his troops weapons personally. He purchased Henry's. Now, you to tell me TR gave no consideration to Winchester/Browning at the time?
Oh to have been a fly on the wall back then.
