They talking about black powder pistols with the cap and ball sentence?
Exactly. TPWD doesn't consider a cap and ball revolver a muzzleloader. One can argue it is an it isn't but what they're getting at is for you to use a muzzleloading rifle, most of the time that's going to be one shot.
The early Sharps were not cartridge fed. There were also others but I don't remember the names.
Gets kind of confusing when you think of a black powder cartridge (Ball and powder wrapped in paper as one unit) So theoretically you could be shooting a cartridge out of a muzzleloader

Yes, there are also the revolving cap and ball carbines as well. If they didn’t put that language in there you’d have some people out there with those being able to shoot 5 shots defeating the purpose of muzzleloader season.
The other thing is that black powder revolvers or single shot pistols are not serious hunting tools. I’m not saying you couldn’t kill a deer with one but everything would have to be close and perfect. They were made for self defense. (Although I’m quite sure Josey Wales could fan ‘em down)

I have several black powder 45/70 fired casings and just a few live rounds that are rim fire. Found out on the desert with a detector. Which would not be legal to use according to the description posted.
