There is absolutely a legal way to convert one. The prudent thing to do would be file your Form 1, get it approved, buy the filter, have it engraved and then drill it out. All 100% legal.

Maybe. As long as it isn’t a functional suppressor I don’t see how anything can get you in trouble.
All that said, I have no plans to go this route. I just wanted to make the point that it can be done legally.
