Doing some reading online, it’s saying that I need a permit for my Tx LTC to count in Fl? Am I reading this right?

I have an app on my phone legal heat.
It's says Florida honors Texas Redident Permit.
My understanding of the Resident permit means that your LTC and Drivers License have to be issued by the same state.
