I torqued down the screws on the scope mount. I'm not going to tighten the rings so much I crimp the tube, will I? Been reading online that a lot of people's T3's shoot well with Hornady SST so that's what I'm going to try next. Thanks for the replies.

Oh and canny, I waited a few minutes between shots and left the bolt open to let it cool.

Yes you can damage the tube of you really crank down on it. It is doubtful that you will but it can happen. Its normally 20-25 psi if I remember right.

Can I get a recommendation on good scope rings for a Tikka? I'm going to keep it the way it is for right now. I hate this happening right before the general season opens. Shouldn't have waited until the last minute to go to the range.

          Get Talley rings

          And get a torque wrench

This doesn't sound like a gun or ammo problem

Might try giving the barrel a really good cleaning. Did this for a customer and it corrected the sudden accuracy problem he was experiencing.

So many things it could be maybe really sensitive to heat. I would first pull the stock and see if the barrel is contacting it. While you’re at it you can fully float and bed it. I would then make up 5 sets of 5 with different loads. Measure the COAL and then load.

I am not a fan of rings on the action I always put a rail on the action and use vortex rings. You can get the rings for 30 something dollars. I have used egw weaver and talley rails. I mainly use rails with 10 or 20 MOA built into them because I like to stretch things out a ways and your option of rings drastically increases with a rail. EGW and Talley both make a pretty decent rail for tikka and then like I said vortex makes a pretty good inexpensive 6 hole tactical rings. Rail and rings total $80-$100.

This could be another potential problem. I have had the same issue before I cleaned the barrel with solvents wet/dry patches and brush covered by a patch until dry patches were pretty clean but not completely clean. There are a lot of different opinions on this process cleaning completely or leave some fouling etc.. I have tried to clean the barrel until dry patches are still just a little dirty. After shooting 40 or so rounds I may run a wet patch followed by 2 or 3 dry and I may do that twice.

Sounds like your scope adjustments were stuck. I carry a rubber mallet when sighting in guns. Adjust scope and give it a couple of gentle taps. Crosshairs don’t alway move by adjustment alone.

I've been wondering about another possibility. I think I fired my rifle 3 times last year and it's been in the safe ever since without being cleaned. Could this have hurt the accuracy that much?
