Can I ship a stripped lower receiver to an individual in the state of Texas?

It has never been completed (i.e. no buffer tube installed to designate it pistol/rifle) and on the 4473 it was designated as a "receiver".

I thought lowers had to go through an FFL unless they were 80%? I want to build an AR this year and the ones I have looked at buying online all say must be shipped to FFL, even stripped lowers.

ATF has a good FAQ for non-licensed persons: https://www.atf.gov/qa-category/unlicensed-persons The answer to the original question depends on whether the shipment is inter- or intrastate and whether the recipient is a prohibited person and whether either party is a licensee.

After reviewing the atf faqs , the answer is that as long as it's intrastate i.e. in the state of texas, a non licensee may mail to another non licensee resident.

as long as it was never registered as a pistol lower, and you are shipping in state, you are good. ship it via priority and get tracking\signature services just to cya in case it gets stolen.
