Best part is the gun is absolutely minty...the bolt barely shows any wear. Will shoot as is one time just to say I did & then strip it nekid, put in all new guts & upper for fun.

How does it work on an item of that value? You pay the $xx,000 and wait on approval, or is there an agreement made that you pay a deposit and then the balance upon release from gun jail?
Just out of curiosity, how does it work if you want to SBR it? It's already an NFA item, do you have to get a second stamp for a short barrel?
M16 can likely verify this, but my understanding & how my 07 dealer explains it is the FA receiver supersedes / overrides the SBR designation I'm used to...so, I am assuming I can have multiple uppers of various lengths for the fa lower.

Correct. You can put any length barrel you want on it.
