Buy a savage in the caliber of you're choice, you'll hear everything from 308 to 6.5 cm to 223. For cheap typical long range id say 308 because you can get ammo for cheap anywhere. Buy as good of a scope as you can, and look hard at used ones here and elsewhere until one pops up that will work.

I'm not a long range guru, but from experience, on a budget with a factory rifle, I wouldn't be afraid to go with a Ruger American Predator and replace the stock with a Boyd's. Or step up a notch and go with a Tikka and replace the stock with a B&C Medalist. That would leave you roughly $700-$900 for glass, mount, and rings.
