      Buy a savage in the caliber of you're choice, you'll hear everything from 308 to 6.5 cm to 223. For cheap typical long range id say 308 because you can get ammo for cheap anywhere. Buy as good of a scope as you can, and look hard at used ones here and elsewhere until one pops up that will work.

              My brother shoots benchrest at 600 and 1000yds, he probably has over $4000 in each rifle

                  I have a 6.5 Grendel that I built for just under a grand. I shoot it out to 600y and would really like to learn how to shoot farther. I would say the most important thing is glass. Go for the best you can afford.

                      I would say you can get a pretty decent set up for that. A good factory gun can be had for 7 and spend that much on some pretty decent mid range glass, and I'd say 1000 yards will be doable as soon as the shooter is capable.

                          I'm not a long range guru, but from experience, on a budget with a factory rifle, I wouldn't be afraid to go with a Ruger American Predator and replace the stock with a Boyd's. Or step up a notch and go with a Tikka and replace the stock with a B&C Medalist. That would leave you roughly $700-$900 for glass, mount, and rings.
