What is a good bolt action rifle to be used primarily for hunting. Don't care about pretty and would prefer a low price. Savage and Ruger seem to have a reasonably priced rifles.

Personally, I prefer Savage and Tikka. I have had FANTASTIC luck with my Savage 10/110 Predator Hunter in 6.5 Creedmoor - approx $900 new. I've had it a couple years and it shot in the .7s with several 130gr and 140gr factory loads. With handloads I'm in the low .3s with 140gr Nosler Ballistic Tips. Now, I KNOW I lucked into an exceptional rifle with that one, I've never had a BAD shooting Savage, personally. My Tikka CTR is a .260 and it shoots in the .4s with handloads. I haven't done a ton of load development for it. That load came quickly. I'll bet I could get it shooting better if I really worked at it. They have a strong reputation as incredibly well shooting right out of the box. You should expect the same (or better) out of any Tikka in 6.5 Creedmoor, IMO. Buy Savage or Tikka with confidence!
Lots of people love the Ruger American and have had great luck with it. If you need to save some money, they're a great option. I do think you can get more accuracy out of a Savage or a Tikka (not trying to slam the RAR, guy's! Lol!) and you can certainly find more aftermarket parts for a Savage or a Tikka. Lots of guys building semi and even full customs on Tikka and Savage actions - particularly the Tikka action. Not so with the Ruger American. Just something to consider. If you just want a 1" at 100yds rifle that's super affordable and lightweight, and never plan to do anything more with it, get the Ruger American. If you want a little more out of a rifle and still stay within a pretty reasonable price range, step up to a Tikka or Savage.

??? Do you mean, 'is the 6.5 Creedmoor an effective caliber for deer?' If so, the answer is "absolutely 'yes,' it's VERY effective" with the right bullet. The maker (i.e. Savage or Ruger) of the rifle has ZERO to do with "effectiveness." Effectiveness is, ultimately, about the bullet and it's terminal performance on an animal. Caliber only determines what bullets can be used and roughly the velocity they can be launched at. In the case of the 6.5CM, you can launch 120gr-140gr bullets at up to, roughly, 2900fps. That is a great combination for anything in Texas.
