Ace is not Corporate owned.
In retail hardware, you basically buy into their program or buyers group and become a retail distributor. At that point, you place your order from the distribution center and they send you the "Ace" branded products. This is one reson that you see the same pricing from store to store and the same products.
If they are stocking or selling firearms and and ammunition, then the owner of the store has some type of FFL that allows them to do it.
It has nothing to do with "Ace".

Keith Ace Hardware Stores have several locations. Some they purchased and reopened under their control and some were built new from the ground up.

Read the History link on there.
"Keith" owns the stores listed on the left side of that link and you are able to link through the "Keith" website too see what Ace has to offer. Some stores participate with Corporate to promote sales and some don't.
Aces are independently owned.
So are all True Value's ad so are Do It Best.
It gets real complicated to explain the ordering and pricing process that the hardware business has changed to but more than likely, you are not gonna find any hidden treasures in a store that is on a central ordering system (thats any of the pre printed / pre priced tickets). They are for ordering purposes, inventory purposes, and price control).
Look in the small towns with out a major retailer or major grocer. These are gonna be the "Mom and Pop" hardware stores that deal with the locals when they are in a pinch.

Ours here in Clifton is a Keith's. They don't stock em any longer but I think they'll order em for you. Still have lots of ammo. IMO, they got tired of stocking some of the smaller stores cuz they didn't sell enough and can't compete with the bigger chains. They can then use all that shelf space to sell other over priced stuff. I think ours was burglarized a while back as well and they don't want that liability either.
