From describing the issue over the phone, the technician said the screws were lose on the focal plane which holds the reticle is place.

Still wondering if it's worth the $99 ??

Or should I take that $99 and put towards a new scope?
If the tech pointed you in the direction of the possible issue (loose screws), why not try the repair yourself? The worst thing that could happen is you break it beyond repair and you just get a new scope which you are kinda leaning towards anyhow. If you can fix it, then it was free for you!

By opening tube yourself, you will lose fog proof and water proof properties . Scopes are filled with nitrogen to keep fog proof.
        Good luck
