two piece dial...the top one just spins?

I have it at mechanical zero to go shoot later...what is the deal with top dial?

If it just spins, I bet there is a little piece that is missing. I don't know what it's called, but it looks like a tiny ball bearing. It's supposed to stop on the grooves when you turn the dial for adjustments. I bought a Colt HBar at a pawn shop one time that was the same way. I sent the whole carry handle to Colt and they fixed it and had it back in a week or so. Hopefully someone will chime in that actually knows what the part is called.

For clarity the bottom dial works...it is only the one with the 6/3 that freely spins. Unless i have it bottomed out.

I think I am missing a index screw that joins the two dials.

Two dials should turn together. If yours is messed up I have one I will give you that has never been on a gun.
