I've used the Pact, RCBS with a Chargemaster and the Dillon. For rifle loads I use the RCBS. For pistol loads I use the Dillon. The Pact I had took about 20 minutes to stabilize after it was turned on. What ever you select get a set of check weights and periodically use them. Lyman makes a good set.

I've been using a Lyman 1500 for several years and I like it. I thnk it was about $150 at bass pro.

I have a Pact and an RCBS. Both are fifteen plus years old. They have never been turned off other than during a power outage. Leave them plugged in. Moisture is the enemy of electronics and by leaving them on they generate enough heat to keep moisture out.

I also have the Dillion eliminator that I like also. Fits in your budget and you can get a trickler.

RCBS Chargemaster Combo. I have seen some rebates on them in the recent past as well. I love mine.

Check out Smartreloader scales from Natchez. I've had really good luck with them and they are cheap.

I'll be odd man out and say to put your $$$ into a good powder measure...I use a balance beam & once my load is dialed in, I note the clicks on the measure to get to the powder weight & no reason to use the scale repeatedly.
