Slick they have to ship the rifle to an ffl. The reason is that action had to be log into their bound book. When it leaves it has to be logged out to a dealer.

The gunsmith book is still an a&d book. It's just for their gunsmithing side. The way it was explained to me is that if any gun is in possession it must be logged and then a 4473 is required when it leaves. I maybe wrong.

Can someone provide a link showing this is true? Doesn't make sense, but nothing the government does makes sense
