Sbr ?

I was just at Boyert Shooting (formerly Tactical Firearms) asking about engraving a lower for a SBR. They said that as long as the gun does not leave Texas, the lower did not need to be engraved. This goes against everything I have read. Is this true? I still plan to have my lower engraved when I submit my firm 1.
