You could pick up a Savage Hog Hunter in .308 and it already has a threaded heavy 20" barrel. You could see how it shoots with the factory barrel and go from there.

Just buy this rifle
and be done with it. Add-ons such as stock, upgraded trigger, etc can be added later when you have more funds available. It has already been "accurized" it says so it should already shoot as good as what you are looking for. Readily available .308 ammo in lots of flavors.
For the type of rifle you describe you are going to be into it for $1,500 and up plus glass if you want something that will shoot better that the rifle in the link.

700 long action with magnum bolt face. 28" shillen varmint contour r5 barrel. Rifle basics set trigger. H-S precision stock with aluminum inlet and pillars installed. Badger ordinance bottom metal. Muzzle break by muscle break. Ferrell 20 moa base. All metal cerakoted in badlands grey. I'm sure I'm missing something. But hey its a good starting point. Lol
