So lets just say i had a single shot shotgun that needed to be cut down. where would you measure from to ensure that you were at the 18". what are the reprocussions if you were cut it shorter?

If you cut it shorter all ATF rules apply, it'd be a SBS short barrel shotgun that requires a tax stamp ($200). Not sure what would happen if you got caught with one under 18". -
