It appears I can personally ship an action to an out of state FFL; however, I must have the same returned to a FFL here in Texas. Is this still correct? Thanks to the FFL gurus in advance.

Any non-licensee may ship to any licensee (FFL) provided they ship in compliance with ATF regs and laws.
No firearm may be transferred across state lines to an individual. The transfer must be done through an FFL in the transferee's state. I.e. I gotta go to the gunshop, do a 4473, and flash my CHL or pass a NICS check to get my gun.
If you shipped the firearm for repair or replacement, it may be returned directly to you. That's not a transfer.
