Can powder be shipped person to person without a hazmat fee.I know bullets can but not sure on powder. Thanks for at advice.

Nope. You're gonna have to pay STEEP Hazmat fees. Same applies to primers.
Loaded ammo is actually MUCH cheaper to ship than powder and primers are.

Unfortunately it's more complicated than just paying the fee, even if you're willing to. Both UPS and FedEx require you to have HazMat handler certification as well as a contract with them to even accept the shipment, and they state that the box has to be able to withstand 200 lbs of pressure. This was shipping it from myself to myself, so there isn't even a loophole with a "transfer."
I was in FL yesterday visiting the gf and found a shop with a bunch of H335 in stock. I asked them about shipping it and they said they thought you just had to pay the HazMat fee. I bought it all and called the UPS store to ask about shipping, they told me the main hub could do it. I went there and the guy at the counter accepted the shipment, them called me about 10 minutes later and said his boss told him they could not accept it from anyone without the HazMat handling certification.
Luckily the shop was great and allowed me to return it but it still ****** me off. I also considered just sending it as "reloading supplies" but I did some research and the regulations are enforced by the DOT, not just UPS and FedEx company policies. Apparently they use dogs to sniff packages for drugs and explosives, and people have done time in prison for shipping powder or primers withouth the proper certification.Last edited by gatorgrizz27; 01-14-2014, 11:29 PM.
