It depends on what they have available to them at the time of manufacturing. They have the ability to use different types of powder in there production facility.
The powder large factories use is slightly different than what is sold to the reloading market. The larger ammunition plants have labs that run test on each batch of powder to determine its exact burn rates and characteristics. This way they can tailor each batch of powder to the load needed.
By doing this they can use what ever powder they have on hand or what's available to them from there suppliers that fit the load there currently producing. Also since powder producers don't have to keep the burn rates as specific as they do for the reloading market they can reduce some of the cost involved.
Some of the powder used by the larger manufactures are available only to the industry and have no commercially available match, and some use different names than what's available to us reloaders, and some have the same name but are slightly different than what we can get.
In short each lot can have a different powder.
