Wife's cousin used to own a driving school that taught military VIP drivers and senior officers and spouses how to use their vehicle as a weapon to break out of an ambush. They also had a "shoot house" which had steel walls with triple-layered 3/4" plywood over the steel so you could go in and actually shoot. Used it much as the OP described--situational training--hostage rescue, etc. And, those of you who have worn the uniform and have been on a military shooting range with its continuous and extreme emphasis on safety (keep 'em pointed up and down range soldier) will appreciate this--they had a range where you drove down the firing line in a car/truck and engaged the targets from the moving vehicle.
Seal Tm 6, the Secret Service, diplomatic protection details, etc all came to the school because it is the best at what it does--but the premise behind every training event was "think before you act"
