So I took my gun back to the range today changed the scope out just to make sure it was not a scope problem .it wasn't the replacement scope was shooting the same as my Swaro.i did notice on the spent bullet about a 1/4 in up from the primer there were some scratches almost on every shell almost all the way around the bullet the bolt was tight the first 4 or 5 shots then it loosened up some.

any way you can chronograph the rounds fired ?
the velocity will confirm fps and if loads are a bit hot from factory, thus resulting in high pressure . Factory 140 gr 7/08 should be around 2800-2840 fps
sticking bolt could also be from a sloppy/rough chamber
if Rem did some work to the rifle/barrel (possibly removing metal from bolt lugs & truing action face), the bolt may need to be re-timed and/or chamber recut
most hand loaders will trash brass that causes a sticking bolt. New brass often fixes the problem. Since you didn't mention if you hand load, I'm thinking it could be a chamber issue

Here is the update on my Remy. Sent it back/ got it back yesterday the repair report said they checked the head space lugs and chamber and it did not meet specs so they replaced the barrel and action assembly. the sent the target that was shot at the factory and it was 1/2 in moa. Finally. I have not took it to the range yet but hopefully in the morning.

I agree with what the other guys are saying about the tight bolt, normally that's an indicator of overpressure issues or headspacing issues, but I wouldn't assume that factory ammo would put a round directly on your lands causing pressure issues. hopefully the third time back from Rem is the trick, even though it shouldn't have taken that many times to get it fixed. I know there's a gentleman in ABQ who'll do a 700 action job that will turn that SPS into a real shooter, I can't recall his name though
