My father bought me a 1100 LT-20 with a 21" barrel years ago. I shoot it very well still and am pretty good with it. Is a 21" barrel good enough for quail, pheasant, and dove hunting? Or should I buy a longer barrel?

21 is fine. I prefer a short barrel when I'm swinging it fast at quail, or dove.
Interchangeable Chokes are more important to me though than barrel length. There's a choke for every season, and sometimes 2-3 for each season... By the end of dove season if your still shooting an improved your missing shots on smart dove... And visa versa if your shooting a full opening weekend your blowing dumb dove in half...
But for quick target acquisition a short barrel is great!

21" is just fine especially since you say you're pretty good with it. I perfer short barrels too. With today's modern ammunition/powders, there's no appreciable difference between shot velocity out of a 21" vs. a 30" barrel. It's more of a preference of pointing. Lot of trap shooters shoot "straight" stocks with long 30-32" guns, but that's more for built in lead with the point than anything. Doesn't affect gun's effective range. As someone else posted, choke is more important. Match your choke for efficient pattern at your expected range of shot expected.
