I am wanting to start reloading and am starting to buy supplies. I ordered some .260 lapua brass and need some 7-08. I dont see where they make 7-08 in lapua. So my question is would you buy .308 lapua and resize to 7-08? Is this an easy process? Or would you buy Norma brass? Is quality comparible?

buy some 260 Lapua brass and run it through a 7mm expander to get your 7-08 brass
the 308 L may be cheaper as you can neck size down with bushings. you may have to neck turn. I beleive the 308L brass is shorter than the 260L brass. the 7-08 and 260 have the same OAL case length .... double check to be sure

And yes, the 260 case length is about .020 +/- longer than the .308. Below pictures are virgin Lapua brass.

How long is your barrel and is it built on a long action or short action?
