Did Gov. Cuomo just outlaw all semi-automatic weapons in New York ?

By limiting magazines to 7 bullets or less Mr. Cuomo has outlawed most, if not all, semi-automatic weapons since most have magazines that hold 8 or more.
We may have a lot of New Yorkers coming this way.
