When TPWD says “Permits” does this refer to each hunter or to a group of hunters draw?

The # of permits, and # of hunters varies by the WMA and manager, and what the harvest result is wanted. . If it is a compartment hunt, you can have 4 permits but sometimes 16 hunters. Look at the amount that can apply. On a guided hunt, generally 1 on 1 and there would be just the one person, and it would say one hunter

So, my hunt say 4 permits, my wife and myself were drawn. How many hunters will there be? Or is there anyway of knowing?

The number of permits is the number of individuals hunting so your hunt should have 4 hunters total.

Some hunts draw groups. A group can be 1 to 4 hunters.

What’s the deal with the elephant mountain management hunt? It says “guided”, to me sounds like someone will be with you to approve whatever bucks/does you’ll harvest. Fine by me but just curious.

That's exactly what it means. The guide will have to approve what deer you're taking.
