The only variable, that is decided closer to the season, is what needs to be shot before you can harvest a buck that season. This is based on a head count and sex survey that is typically taken closer to the start of the season.
Last year the survey caused the following decision.
"Due to the limited number of buck permits this year, we will need to put further restrictions on bucks to ensure we do not go over our allotted amount.
For this 2018-2019 season:
TWO does are required to be harvested prior to harvesting bucks."
The year before that, they let us shoot spikes from day 1. The year before that, spikes after the start of regular season. (from my aging memory only)
I think folks got the 2 items confused.
