Help With Editing

Does anyone know a free or cheap photo editing program that will allow me to insert a picture into a picture and save the whole thing as a jpeg? What I am trying to do at work is take a overall picture of some piping and then insert a close up of lets say a flange along with some text.I know you can do this in word but I need to be able to save the final image as a jpeg to put into a survey that I am working on. Please help me!!

mspaint will let you though very basic and not a lot of options.

I dont know. That is part of the same picture. I am talking a whole different picture. Ill give it a shot anyway. Thanks for the reply. Any other photo gurus got any input?

you can do the same process with any photo, it's just a matter of copy and pasting

There is a free program out there called The Gimp.
