Digital image resizing tools?

What does everyone use to resize their digital images? I've been using IrafanView but think I'm losing some sharpness somehow.

Could it also be my display is a wide-screen format which would stretch the pixels?

I would think the lenght and width of an image would be the same no matter what type of screen your viewing on?

There is a huge number of cropping tools available for free. Picasa3 works well. PhotoShop Elements 6 is what I use. You can also use the Windows Paint.net program that you have in your computer to re-size.
