But I got to know, which is better? PS Elements or PS Lightroom 3?

For photography, Lr is definitely the way to go. I have Elements too, but I never use it.

$99 for Lr is a steal.

Thanks for fixing the link. I haven't used elements in a few years since I went with full PS. I have been waiting for LR to get cheaper.
